Two constitutional amendments saw questions being raised at the role of the Emperor in the region, among other things. The first amendment sought to address the Emperor's ability to create and dismiss departments at will, while the second amendment dealt with the procedures treaties had to undergo in order to be ratified.
The Treaties Approval Constitutional Amendment seeks to divide treaties into three categories and have a different process depending on the impact of the treaty. This was proposed noting how even the most basic of treaties which merely established mutual recognition required the approval of both the senate and the general public. This was both overburdening the treaty with too many procedures, and moreover, would lead a lot of treaties requiring a public vote, based on the current foreign policy being pursued by the minister, which raises questions on the need for a representative government in the first place. As such, while general treaties can be approved by the minister, PM and the Emperor, the more impactful treaties requires the senate and the public approval.
The discussions on the treaty were generally favourable with one element being brought up which was the exclusion of the Emperor from the treaty. However, after deliberations, the Emperor's approval was added to Category C. With that, the amendment was approved by the Senate and is expected to go up for public vote soon.
The senate has been struggling with slight inactivity over the last few weeks. While most of the members do vote, debates have been lacklustre, with the most debates being initiated by those in the cabinet, among others. Against this backdrop, noting the vacant seat, the upcoming elections could be particularly impactful for the activity and the remaining tenure of the senate. And this is reflected by the tone of campaigning adopted by the contenders for the elections.
Both Hulldom and Loth, of the Conservative Union and the new LP, respectively, touched on how they'll bring in activity to the senate that is very much needed. Hulldom also touched on his experience in the senate, while Loth criticised him for his failures in the previous tenures. Kycker too criticised Hulldom over his past, and calling him unreliable, among other things. While it is for a single seat, the elections are building up to be rather competitive, with the candidates giving it their best.
