No, not Alcohol, not American Airlines, the Agency Amendment! I was beginning to think you learned how this relationship works now. The Agency Amendment is the first major overhaul of the Executive Branch since the founding of the Armed Forces Department and a lot of changes come with it. With the vote passing 8-2, it heads to the public for approval. Some of these big changes include the addition of the ability for the PM to make Agencies, the Immigration Director being under the Emperor, and the re-establishment of what Cabinet is. First off what is an Agency? "Agencies are organizations dedicated to specific tasks founded by the Prime Minister." According to the Amendment. An Agency is essentially a miniature Department, where they report to the Prime Minister, are apart of the Executive Branch, and are controlled by a Head; in this case a "Secretary". But that's where the similarities stop. Agencies do not have as much power as Departments, and per the amendments language, "Their authority may not encroach on that of departments". They also have a different way of electing their heads, with the Prime Minister selecting them either by themselves or from the optional lists that parties may provide to them. From there they undergo a 2 week monitoring period by the Senate till they are put to vote for approval which requires a simple majority. After that, they can appoint people to join their Agency and do the work asked of them by the Prime Minister. Agencies also can be removed. Unlike Departments with no known way to remove them, Agencies may be dissolved by the Prime Minister with the approval of the Emperor, meaning that the useless ones can be removed when needed, and new ones can be added at any time. The main idea for adding this Amendment into the Constitution is so that the Cabinet can eventually be a discussion with both the Domestic and Foreign Affairs point of views in mind, housing both the Interior and Foreign Affairs Departments plus the Prime Minister, while all of the lesser jobs are handled by the Agencies. In other news, this amendment also changes the Immigration Director to a position that is elected from the Citizens to appointed with by the Emperor. Although the Emperor appoints them, the Senate can challenge the appointment if needed. With the multitude of changes this brings, there is sure to be sides that agree and disagree with this move.
